He who dedicates it: instead of repeating the information given in the previous verse, it may be stylistically more appropriate to use a synonymous expression like “the owner.”

And it shall be his: this information is left implicit in Good News Translation, but in many languages there will be no harm in making it explicit. In some cases a separate sentence may be preferable: “If he does this, it will belong to him again.”
