To your brother: your brother means “your fellow Israelite.” Israelites were absolutely forbidden to charge any interest (literally “bite”) on loans to fellow Israelites.

In cultures where the custom of paying interest is unknown, translators may say something like “When you lend money to another Israelite, do not make him pay back more than he borrowed” or “… pay additional money for the use of the money he has borrowed.”

Money … victuals … anything: victuals means “food” or “provisions.”
