He who brought these calamities upon you: See verses 18 and 27, and the comments there.

Bring you everlasting joy may be rendered “give you never-ending happiness” (Contemporary English Version) or even “will cause you to be joyful all through your lives.”

Salvation here has the sense of rescue from captivity. Compare its use in verse 24.
