He said: The pronoun he refers to the king and this may be made explicit.

If the LORD will not help you: This is a common interpretation of the Hebrew, but it should probably be translated “No! Let the LORD help you” (New Revised Standard Version; similarly New American Bible, An American Translation, Moffatt, Osty-Trinquet).

Whence shall I help you?: New Revised Standard Version offers an idiomatic rendering of the meaning with “How can I help you?” The question may also be translated “where can I get help for you?” (New International Version). In some languages the word order may sound more natural if this question precedes the “if” clause; for example, “How can I help you if the LORD will not help you?”

From the threshing floor, or from the wine press?: The two potential sources of help mentioned by the king are the threshing floor and the wine press. The threshing floor normally provided wheat, which could be made into bread (see the comments on 1 Kgs 22.10), and the wine press supplied people with wine for drinking (see the comments on 1 Kgs 21.1). But during the siege, there were no wheat and no grapes available. Nouvelle Bible Segond adds the words “the produce of,” saying “From the produce of the threshing floor or the wine press?” Good News Translation says simply “Do I have any wheat or wine?” Some translators may prefer to translate the meaning without resorting to the question format of the text; for example, “There is no wheat or wine left” (Parole de Vie) or “I have no more wheat or wine.” Possibly the threshing floor and the wine press represent agricultural products as a whole, as in Deut. 15.14. A wine press was cut from bedrock to form a flat surface on which people walked with bare feet on the grapes to squeeze out the juice. The juice flowed into square and circular vats that were located at lower levels and connected by a channel. In this verse the Hebrew noun rendered wine press seems to refer to both the upper and lower reservoirs as a whole.

NET Bible provides a helpful model for the whole verse:

• He replied, “No, let the LORD help you. How can I help you? The threshing floor and winepress are empty.”
