The customary formula is used to sum up the rule of Jehoiakim. The question format will likely be more naturally rendered as a statement to make the meaning clear (see 1 Kgs 11.41). Note that here the Book of the Chronicles of the Kings of Judah is not the biblical books of 1-2 Chronicles (see 1 Kgs 14.29).
