Verses 15-16, which repeat 2 Kgs 13.12-13 (see the comments there), follow the usual formula summarizing the reign of a king of Judah or Israel. The distinctive characteristic of the reign of Jehoash was his might, that is, his courage and heroism in the battle with Amaziah. This element is not often mentioned in the summary statement about other kings.

Once again, the question format of the Hebrew as reflected in Revised Standard Version may be better translated as an affirmative statement.
