The focusing particle behold is used twice in this verse. The first merely directs attention to the human king that had been requested by the people. The second seems to highlight the fact that it was the LORD who established this king.
For whom you have asked: these words are not in the Septuagint, which is followed by New American Bible, New Jerusalem Bible, and Osty-Trinquet. But translators are encouraged to translate the full Hebrew text at this point as it is in Revised Standard Version.
