And I weighed out to them the silver and the gold and the holy vessels of the house of our Lord: The treasures here are mentioned in verses 13-14 and 17-18. Weighed out refers to the method of determining the amount of gold and silver available. Since it was not in coins, or in specific standard shapes, weight was the only way of determining how much there was. Weighed out to them means that after the treasures were weighed, they were given to the twelve leading priests for safekeeping. For the holy vessels, see the comments on verse 17. The house of our Lord is the Temple in Jerusalem.
Which the king himself and his counselors and the nobles and all Israel had given: See verse 26 for the Persian officials listed here. All Israel refers to the Jews remaining in Babylonia who had given treasures for the Temple (see verse 14).
An alternative model based on Good News Bible for this verse is:
• Then I weighed out the silver, the gold, and the sacred utensils that the king, his advisers and officials, and all the Jews had given to be used in the Temple, and I gave it to these priests and Levites.
