He wrote also concerning their support and the priests’ garments in which they were to minister: This decree means that the local officials were to provide for the support of the priests, including provision of the special garments they wore while performing their duties as priests. The Revised Standard Version footnote here may be ignored.
He wrote that the support for the Levites should be provided: They also had to provide for the Levites. For priests and Levites, see the comments on 1 Esd 1.2-3.
Until the day when the temple should be finished and Jerusalem built: The support for the priests and the Levites had to continue until both the Temple and Jerusalem were rebuilt.
These two verses may be combined as follows:
• Until the Jews finish rebuilding the Temple and the city of Jerusalem, the royal treasury must provide for the priests and the Levites, including the cost of the special garments they wear when performing their special duties.
