3:15a What exists has already been,

Things which exist now, already existed.

Whatever happened in the past, is happening now.

3:15b and what will be has already been,

Things which will happen, already existed.

Whatever will happen in the future, has already happened in the past.

3:15c for God will call to account what has passed.

God makes the same things happen over and over.

Whatever exists, has already been and whatever will be, has already been, but God causes the same things to happen many times.
