10:6a Folly is appointed to great heights,

They assign fools to many important jobs,

A ruler may give fools too much authority. (EEB)

10:6b but the rich sit in lowly positions.

while competent people remain in unimportant jobs.

At the same time, rich people have no authority. (EEB)

10:6a-b (combined)

They honor fools, but dishonor the rich. (Contemporary English Version)

Rulers give power to fools. But they do not give it to rich people. (EASY2015)

They give great authority to foolish people and ⌊they give⌋ low positions to people of proven worth.
