7:28a But if you do marry,

However, if you do marry,

But if you do take a wife,

7:28b you have not sinned.

you are not sinning.

you have not done anything wrong in God’s sight/opinion.

7:28c And if a virgin marries,

And if a Christian girl/virgin marries,
-or-
And if the unmarried women ⌊you wrote to me about⌋ do get married,

7:28d she has not sinned.

she not sinning.

that is not a sin.

7:28e But those who marry will face troubles in this life,

But as you know, people who get married will suffer difficulties in their daily life,

However, married people will experience unpleasant/painful things in their life in this world,

7:28f and I want to spare you this.

and I would like you to be free from suffering such troubles.

and I do not want you to have to experience/suffer those difficulties.
-or-
and I would like to keep you from having hard things like that happen to you.
