This is to the end that …: this expression is intended to indicate the purpose or meaning of the regulation. It may be more natural to say “The purpose of this rule is…” or “This rule exists so that….”

Bring: Good News Translation adds “now,” since this is a new regulation. Or it may be better to say “from now on.”

In the open field: that is, elsewhere than at the entrance to the Tent (compare verse 7).

Peace offerings: see chapter 3. The intention of the Israelite who killed an animal in the open country should have been to have meat to eat. Only in the “peace offering” does the owner of the animal receive a part of the meat. However, verse 7 seems to indicate that some were practicing an unacceptable kind of sacrifice which should be stopped.
